Russia will transfer power in occupied territories to war criminals.

The authorities of the Russian Federation have devised a strategy that involves transferring control over temporarily occupied territories of Ukraine into the hands of war criminals. This was reported by the Center for National Resistance.
The strategy, cynically called "Time of Heroes," involves handing over the administration of the pseudo-entities "LPR", "DPR" as well as the temporarily occupied territories of Zaporizhzhia, Kherson regions, and annexed Crimea to war criminals.
The Kremlin's program was announced this spring as aimed at "improving the professional skills" of participants in the so-called "Special Military Operation". However, in reality, it allows the Russian dictator Vladimir Putin to place war criminals in leading positions, enabling them to control both the occupied territories of Ukraine and key spheres in Russia.
This not only strengthens Moscow's influence but also gives criminals the opportunity to continue repressions and violence in new roles.
In addition, as noted by the Center for National Resistance, the Kremlin actively promotes the opportunity for military personnel, who for various reasons can no longer fight, to become educators. In some regions of Russia, requalification programs have been introduced in higher pedagogical institutions for citizens who participated in the war with Ukraine.
Recall that the Russian command has prohibited Russians from moving using vehicles.
