A lawyer explained whether a full-time student can leave the country.


Full-Time students are now prohibited from leaving the country. This decision is related to the state of general mobilization and martial law, which continue in Ukraine. Men who are students have had their right to leave the country restricted.
Since February 28, 2022, a ban on students leaving the country has been introduced, except for those studying at foreign universities. Initially, on April 1, this prohibition applied to all students, but the next day changes were made - students studying abroad were allowed to leave the country.
The exit of men abroad has recently been restricted.
However, starting from September 14, the rules have changed and now male students studying at foreign universities are also prohibited from crossing the border. Currently, only students aged 18 to 22 who are enrolled in full-time bachelor's or master's programs in medical, pharmaceutical, or veterinary specialties have the right to leave the country.
In order to cross the border for studying under academic mobility programs, students need to have a certificate of referral to study at a foreign university, documents confirming cooperation and the duration of studies, as well as proof of proficiency in the language of instruction.
They also need a copy of the academic mobility agreement, a student electronic ticket, and a military clearance document for leaving the country.
The Ministry of Education and Science will not issue special permits. Students will be able to participate in academic mobility programs for one semester. Additionally, deferments from mobilization will be canceled in Ukraine.
