Military liable drivers abroad will be able to replace rights only under one condition.

The government has restricted services for military liable men who are abroad
The Cabinet of Ministers of Ukraine has adopted a resolution according to which men aged 18 to 60 who are abroad and have not updated their military registration data will be denied some administrative services. This concerns the exchange of driver's licenses, obtaining new licenses instead of lost or stolen ones, as well as the registration and re-registration of vehicles. International postal offices will also not send driver's licenses and vehicle registration certificates to this category of citizens. These measures are aimed at encouraging military liable men who are outside Ukraine to update their data in the military register.
This decision may affect Ukrainian citizens abroad, especially those who planned to update their documents or register vehicles.
