Construction of a gymnasium in Kyselivka of Chornobayivka community

In the village of Kyselivka of Chornobayivka community in Kherson region, a large construction project is planned. An amount of 100.38 million hryvnias has been allocated for the reconstruction of the gymnasium. The village of Kyselivka was occupied by Russians at the beginning of the invasion of Ukraine and was liberated in November 2022. Currently, the distance to the front line is 20-25 km.

On May 12, the village council of Chornobayivka community conducted a repeat tender for the reconstruction of the Kyselivka gymnasium building. The previous tender was canceled due to lack of proposals. The cost of the works is estimated at 100.38 million hryvnias.

According to the tender documentation, the reconstruction of the gymnasium is to be completed by the end of 2025. Among the planned works are: installation of ceilings, waterproofing of walls, construction of reinforced concrete structures, and demolition works.

There are also plans for the installation of doors and windows, the provision of an elevator for people with disabilities, the laying of pipelines for heating, water supply, and sewage, installation of electrical networks and ventilation, as well as an explosion-proof device and a fire alarm system. Additionally, it is necessary to purchase and install furniture, including tables and desks, first aid kits, etc.

It is planned to build a radiation protection shelter in the institution. The Department of Regional Development of the Kherson Oblast State Administration has already ordered the development of project and estimate documentation for this building. According to the Dream portal, this shelter will be able to accommodate up to 100 people at the same Time.

Halyna Klyvak, head of the education department of Chornobayivka community, explained in a comment to 'Glavcom': The Kyselivka gymnasium is an old building that suffered from shelling. Currently, 215 school-aged children live in the village.

Many children, along with their families, have returned here after liberation. According to the official, this village is one of the safest in the community and has not suffered as much destruction as, for example, Posad-Pokrovske.

Currently, children in the gymnasium are receiving education remotely. However, 'Glavcom' has received information that there have been no shelling in Kyselivka for a long time, and enemy artillery does not reach the village, according to the deputy head of the Chornobayivka SVA Andriy Mykytyn.

The last shelling of this settlement was mentioned by the Kherson Regional State Administration in July 2024.

After the reconstruction of the gymnasium, children will have the opportunity to study in a mixed format. However, due to the limited area of the shelter, the educational process will be organized in two shifts.

The question of the feasibility of restoring the school has a definite answer for the head of the education department: 'Children need education, they need to go to school. I believe that if the school operates, people will return home.'

It is worth noting that on March 14, a tender was announced for the second stage of the construction of a military memorial cemetery with an expected cost of 1.31 billion hryvnias. The winner of the tender was to be chosen by March 31. However, for the second month in a row, the state institution has problems with the Antimonopoly Committee (AMCU), to which it was drawn by a powerful market participant, the favorite of 'Large construction' - the Group of Companies 'Avtostrada' of Maksym Shkil. This structure is also claiming significant state orders. At the initiative of Shkil, the AMCU recognized: the customer of the construction used a number of discriminatory requirements, 'locking' them in the tender.

'Glavcom' also reported that the National Children Specialized Hospital 'Okhmatdyt' held a tender on May 5 for the capital repair of the medical diagnostic complex building, which was damaged as a result of Russian aggression. The estimated cost of the works is 367.45 million hryvnias.
