Impunity on Wheels: How Foreign Drivers Avoid Fines in Poland.


In Warsaw, out-of-town drivers evade punishment for serious traffic violations. According to city services, approximately 10% of cases against such drivers remain unresolved, allowing them to retain their driving licenses and annul accumulated penalty points.
Statistics show that in 2024, the Warsaw police required 1,192 out-of-town drivers to retake driving tests due to systematic violations. Most of these offenders work in the taxi sector through mobile apps. The situation is not improving - in the first three months of 2025, around 300 such requests have already been sent.
The situation is particularly concerning in the Vlochy and Wawer districts, where dozens of requests for retaking tests remain unfulfilled. Officials do not direct offenders to control checks, so the system automatically annuls the drivers' penalty points. Thus, the police cannot prevent these offenders from returning to driving vehicles.
The Warsaw city administration has not yet explained the reasons for this problem, and the police plan to conduct an audit to determine the causes of the situation and find ways to resolve it.
